EU Adviser: Development and Management of European Research Projects

The Peace Research Institute Oslo (PRIO) invites applications for a research administrative position with the joint responsibilities of project development and project management of research funded by the European Commission (Horizon 2020/ Horizon Europe, collaborative projects and the ERC). The successful candidate will join PRIO’s Project Development Team, assist project leaders, and play a key role in the management of PRIO’s largest current research project, MIGNEX, which creates new knowledge on migration, development and policy. Our EU Adviser is going on leave, and we are seeking her temporary replacement. The current vacancy is for a fixed term of one year, with possibility of extension.

Project Management

The EU Adviser serves as Project Manager for the project MIGNEX, which is coordinated by PRIO. The EU Adviser also supports project leaders and the PRIO administration in in the management of the institute’s ERC grants and H2020 projects in which PRIO is a partner.

MIGNEX is a five-year research project (2018–2023) with the core ambition of creating new knowledge on migration, development and policy. It involves approximately 25 researchers at nine institutions in Europe, Africa and Asia and is funded by a grant of €5M from the European Commission’s Horizon 2020 programme. In 2020 the project team will carry out data collection in ten countries of origin of migration to Europe. See www.mignex.org for information about the project.

Project Management

The Project Manager works closely with the Project Leader, Research Professor Jørgen Carling in coordinating the project. The Project Manager is responsible for the administrative and financial management of the project and for relations with the European Commission. The Project Manager also works closely with the MIGNEX team at the Overseas Development Institute in London, which is in charge of communications. 

Tasks include the following:

  • Monitoring the implementation of the project and the timely reporting and delivery of all project commitments to the EC.
  • Coordinating the review and quality assurance of project deliverables.
  • Playing a key role in galvanising the dispersed project team through regular updates and communication with team members.
  •  Convening and chairing the project’s Steering Committee.
  •  Scheduling other project meetings, preparing agendas and documentation, and writing minutes.
  •  Contributing to project communications, including participation in running the project website and project newsletter, and producing project publications.
  • Monitoring all contractual obligations (Grant Agreement, Consortium Agreement and other legal reference documents) and drafting additions or amendments.
  • Informing and advising project partners on financial and administrative rules for H2020 projects.
  • Facilitating project management control and internal and external narrative and financial reporting, in close consultation with PRIO’s finance section, ensuring that PRIO’s contractual obligations are fulfilled in a timely manner.
  • Managing the project’s file repository and administering access rights.
  • Supporting the project leader with other coordination tasks as needed.

Project Development 

PRIO’s research is funded on a project basis by external grants. Individual researchers invest time in writing grant applications and are supported by a project development team (PDT). The EU Adviser is the PDT’s specialist on European funding. PRIO has been highly successful in attracting grants from Horizon 2020 and previous framework programmes for research, and PRIO is the only non-university institution in Norway to host two grants from the European research Council (ERC).

The successful candidate will take a leading role in pursuing the Institute’s strategic goal of increasing its funding from the European Union. He or she will perform tasks as agreed with the Leader of the PDT, including:

  • Establishing clear objectives for PRIO’s future volume of EU funding.
  • Identifying relevant European calls for proposal related to PRIO’s research interest.
  • Promoting project development for the EU within the organization.
  • Developing competence on EU funding within PRIO.
  • Providing project development support to Project Leaders, including the provision of:
    • Technical assistance for development of project proposals;
    • Assistance with the development of project budgets;
  • Identifying and initiating quality assurance mechanisms of project proposals, enhancing PRIO’s success rate with the EU.
  • Coordinating and communicating between the project leaders, partners and the European Commission in the project development phase.
  • Identifying potential project partners and maintaining and developing networks.
  • Coordinating the Grant Agreement Preparation process for successful proposals

Qualifications

Successful candidates will have the following qualifications:

  1. Substantial managerial or administrative experience with research projects funded by the European Commission (Horizon 2020 collaborative projects and/or ERC), in one or more of the following areas:
    • Support in the development of proposals (e.g. identification of relevant calls, organization of training for applicants, assistance with proposal budgets)
    • Administration of existing grants (e.g. periodic reporting, monitoring of contractual commitments, administration of subcontracting.)
    • Management of individual projects, supporting the lead researcher(s) (e.g. organization of events, coordination of internal communication, monitoring of deliverables). 
  2. Fluency in English and strong writing skills.
  3. A Master’s degree in social sciences, economics, business administration, humanities, or another relevant fields (or a bachelor’s degree combined with several years of relevant work experience).
  4. Strong IT skills, including proficiency in Excel.
  5. A high level of accuracy, professionalism and attention to detail.
  6. Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Other qualifications of relevance, but not required to the position include the following:

  • Familiarity with research on international migration
  • Experience from research-policy dialogues
  • Familiarity with EU institutions and policy processes
  • Additional IT skills (e.g. proficiency Adobe CC applications)
  • Experience with video production
  • Experience with writing for social media and the web
